The most recent construction meeting was held on Wednesday, January 21, 2015. Currently, the on site work has halted due to the winter weather conditions. To date, the access road has been roughed in and the topsoil has been stripped from the building area. The soft ledge has been removed and the silt fence has been installed. Culverts have been installed at the access road and rough grading has occurred to layout other areas of the site. The drilling and blasting public meeting was held on December 30, 2014 at the Town Office in Corinth. The General Contractor trailer has been set up, however power has not yet been installed. The project sign has been installed.

 

The construction team updated the draft schedule providing additional information about the timeline for spring work. It is expected on site work will begin again in early March. The focus will be on excavation for foundations after blasting has been completed. Rebar and steel are expected to arrive on site in April. Construction of the building will begin at the back of the structure and work will progress toward the front during completion.


Superintendent Sperrey has been working with DOE to finalize the project budget. Given the construction bid came in lower than what was anticipated and several other factors have changed, the budget has been adjusted to reflect this. Bonding for the project will occur in May, 2015.

On Thursday, November 13, 2014, Superintendent Sperrey issued a Letter of Intent to enter into a contract with Nickerson & O’Day for the construction of the new elementary school in RSU 64. Community members should see some action at the construction site very, very soon!

State Board of Education Final Design & Funding Approval

Superintendent Sperrey represented RSU 64 at the State Board of Education meeting on Wednesday, September 10, 2014 at Mt.Blue High School in Farmington. At approximately 1:30pm, RSU 64 was granted final design and funding approval for our new PreK-5 Elementary School. The vote was unanimous. The bid advertisement was placed in newspapers on Thursday, September 11, 2014.
Congratulations! Due to the tireless commitment and support of the Construction Building Committee, the Board of Directors, Superintendent Higgins, and our communities, we are building a new school.

Construction Update

Since the last update, the Construction Building Committee has met several times to review and decide on many of the final design details for the new PreK-5 elementary school building.

In keeping with the Nature theme that was selected for the school, interior color schemes and finish materials were evaluated and selected, tile designs were finalized, and exterior accents at the main entrance were chosen.

The committee also met with a technology consultant to discuss technology infrastructure and the process for selecting, specifying and procuring technology equipment for the new school.

Discussions were recently held regarding door hardware, access control and security with regard to entry and exit plans in line with current district safety protocols.

In June, the district retained the services of a Project Administrator/Owner’s Representative who will work closely with the district once construction of the new building begins. We are also currently in the process of selecting a Commissioning Agent who will oversee the various operational systems in their design compatibility, construction, testing, and training of maintenance staff to ensure ongoing performance.

The next formal steps/milestones in the project are:

  • August 6, 2014 – All final design documents will be submitted to the Department of Education and the Bureau of General Services for final review.
  • August 20, 2014 – Final Review Meeting with the Department of Education and the Bureau of General Services.
  • August 20, 2014 – Review Meeting with local officials.
  • August 27, 2014 – Construction Building Committee Meeting.
  • September 2, 2014 – Final State Construction Committee Review Meeting.
  • September 10, 2014 – State Board Meeting to approve project.
  • Mid-September 2014 – Project out to bid. • Mid-October 2014 – Bids opened.
  • Early November 2014 – Groundbreaking

CBC Meeting Tuesday March 25

The RSU/MSAD NO. 64 CBC will meet Tuesday March 25, 2014 at Central High School at 6:00 p.m.  Included on the agenda will be a continuation of the Committee’s work  on building materials, discussion of the function of the Owner’s Representative, the Technology Consultant, and the Commissioning Agent, a review of suggestions for a building theme, and initial discussions on disposition of the current elementary school inventory.

Members of the public are welcome to attend.

Public Informational Meeting on Maine DEP Permit Application

As provided to abutting property owners by certified mail and advertised in the March 8 Bangor Daily News, Representatives of Fay, Spofford, & Thorndike will be at Central Middle School on Thursday March 20, 2014 at 6:00 to conduct a public informational meeting.  Representatives will provide information about the proposed project and anticipated environmental impacts, an opportunity to comment on the proposed project, and educate attendees about the opportunities for for public comment to the Maine Department of Environmental Protection during the application process.

Please note that the attached public notice documentation incorrectly lists Central High School as the meeting site.  The meeting will be held at Central Middle School.

Superintendent Higgins and Project Architect Jeffrey Larimer met with the Maine Department of Education Facilities team on Tuesday March 4, 2014 to discuss the current status of work on the project.  An overview of the meeting topics follows:

Design Development Document Submission

Design Development (DD) documents will be submitted to the DOE Facilities Team on March 19 (two weeks prior to the final review meeting).  The submission will include Site Drawings, Floor Plans, Exterior Elevations, Building Sections, Room Finish Schedule, Preliminary structural, mechanical, plumbing, and electrical drawings, a Project Narrative, and  Project budget.

Energy Study Update

As we have reported on these pages in previous posts, the DOE has commissioned a study of biomass and geothermal heating systems.  The study will be used to provide the DOE Team with updated information on operations of those systems in recently constructed schools and help them to determine whether or not they will support 100% of the construction costs of a geothermal system for our project (and for future projects as well).  The results of the study will also be used by our CBC and Board to help us determine whether or not a geothermal system would be the best selection for our project.  We learned that the study will not be completed before the DD submission date.  As such, the DD submission will move forward with a qualifier that the final heating system determination is pending the results of the study.  Although postponing the DD submission until the study is completed was discussed, doing so would likely move the project schedule back.  Doing so could result in the school not being ready in August of 2016.  it was agreed that this is not desirable.

School Safety and Security Design

A brief discussion on parameters for school safety and security, in particular the main entrance and lobby area ensued.  The DOE has recently met with a school security expert who has worked with Districts nation-wide to develop security plans.  Safety and security continue to be a primary component of the facility design.

Owners Representative Update

In school construction projects, the owner (in our case, the District) hires an individual to represent the District’s interests during the construction process.  In past years, owners had the capability to conduct a search and selection process locally.  For DOE projects moving forward the selection process has been simplified.  The DOE has established a pool of Project Representatives from which the owner select a Representative.  Those included in the pool have competed a screening process through the DOE.  We anticipate beginning the selection process in the next couple of months.

The next meeting with the DOE Team is scheduled for April 2, 2014 at 9:00.  The agenda for that meeting will include a review of progress on the DD submission.
